On August 17, 2007, Leonardo-de Castro warned grafters and corrupt public officials on the imposition of a stiff jail term if they are found guilty. Her stern warning was delivered before members of the Multi-Sectoral Anti-Corruption Council (MSACC) during the “NACPA Roadshow Rally for Integrity” held at the University of the Philippines Bahay ng Alumni at the UP Campus in Quezon City.
De Castro signed the Covenant on March 17, 2006 to support the National Anti-Corruption Program of Action (NACPA) as representative of the judiciary and the Sandiganbayan. The Decision
On September 12, 2007, Joseph Estrada was acquitted of perjury but found guilty of plunder and sentenced to reclusion perpetua with the accessory penalties of perpetual disqualification from public office and forfeiture of ill-gotten wealth.
Erap is finished in political history
On November 5, 2007, Senator Jinggoy Estrada, in a privileged speech vowed to block the appointment to the Supreme Court of Sandiganbayan Justices Teresita De Castro and Francisco Villaruz, Jr. (who convicted his father - President Joseph Estrada). Jinggoy said that: "Such a promotion would seem like a reward in exchange for the guilty verdict against the deposed President. We are convinced, then and now, that the special court created to exclusively try the case of President Estrada was established precisely to convict him, which is what exactly happened."
The original typewritten signed document "Erap will not finish his term" which was displayed by Judge Floro at his Court sala on December 20, 1998. At 12 noon Good Friday, 1998, Judge Floro wore all-black clothes and run the 2 1/2 kilometers San Juanico Bridge, Leyte-Samar, shouting-predicting "Erap will not finish his term."

On October 10, 2000, Judge Floro, in the Supreme Court investigation, testified under oath, before Acting Investigator Justice Romulo S. Quimbo, that Erap will not finish his term on 2001, but will remain in power in 2000. Floro further swore that the impeachment trial would be immaterial and irrelevant to his fate.
Based on the foregoing, the OCA, thru Justice Pedro A. Ramirez, reported that:
Upon the testimony of his own witnesses, Drs. Eduardo T. Maaba, Ma. Nieves Celeste and Eduardo L. Jurilla, respondent Judge Florentino V. Floro, Jr. is unfit because of insanity to remain in office as Judge of the Regional Trial Court, National Capital Judicial Region, Malabon, Metro Manila, Branch 73.
It is weird for respondent Judge to state in one of his pleadings in this case that President Estrada would not finish his term as President. It is unusual and queer of him to state in his calling card that he is a graduate of Ateneo de Manila, second honors, bar topnotcher with a grade of 87.55% and include in his address the name Colonel Reynaldo Cabauatan who was involved in a coup d’etat attempt. So is it strange of him to make use of his alleged psychic powers in writing decisions in the cases assigned to his court.

It is improper and grandiose of him to express superiority over other judges in the course of hearings he is conducting and for him to say that he is very successful over many other applicants for the position he has been appointed. It is abnormal for a Judge to distribute self-serving propaganda. One who distributes such self-serving propaganda is odd, queer, amusing, irresponsible and abnormal. A judge suffering from delusion or hallucination is unfit to be one. So is he who gets into a trance while presiding at the hearing of a case in court.
One need not be a doctor of medicine, a psychiatrist and a psychologist to determine and conclude that a person in such circumstances is mentally unfit or insane and should not be allowed to continue discharging the duties and functions of a judge. The life, liberty and property of the litigants in the court presided by such judge are in his hands. Hence, it is imperative that he is free from doubt as to his mental capacity and condition to continue discharging the functions of his office.
RECOMMENDATION
WHEREFORE, it is respectfully recommended that by reason of insanity which renders him incapable and unfit to perform the duties and functions of Judge of the Regional Trial Court, National Capital Judicial Region, Malabon, Metro Manila, Branch 73, respondent Florentino V. Floro, Jr. be REMOVED and DISMISSED from such office.

The Appointment
The Supreme Court of the Philippines announced that Teresita de Castro was sworn before Chief Justice Reynato S. Puno at 9:30 a.m., December 4, at the Dignitaries Lounge of the SC new building in Manila City. Amid controversy, Teresita de Castro stated: "Everything happens in God's time. I believe that my 34 years of service in the judiciary and a good track record make me qualified for this position." Forthwith, she participated in her first en banc session.
Reactions
In September 12, 2007, the Sandiganbayan's Teresita de Castro including Justice Diosdado Peralta, finally gave its decision, finding Estrada not guilty on his perjury case but guilty of plunder “beyond reasonable doubt.” He was sentenced to Reclusión perpetua. He was thus the first Philippine President who was impeached and then convicted. On September 26, 2007, Joseph Estrada appealed by filing a 63-page motion for reconsideration of the Sandiganbayan judgment penned by Teresita de Castro (submitting 5 legal grounds).
Joseph Estrada branded as a “reward for an unjust conviction” the appointment of Teresita de Castro: “I knew even then that the special court created by the Supreme Court would convict me of plunder.
But I had hoped even then that it will be the law that de Castro and the other justices would uphold, not the expectation of a seat in the Supreme Court. Justice de Castro turned her back on the law, turned a blind eye on the sacrosanct obligation of a judge to rule on the merits of the case as presented by my lawyers and turned her court into a kangaroo court to convict me.
Even lawyers who read the ruling made by the Sandiganbayan justices on the plunder case would see just how the law on plunder was prostituted with the intention to convict me. The justices convicted me, but the people who know better that I am innocent of the charges of plunder, have acquitted me. If I were guilty, they know I would not have the strength to face them. Neither will they welcome me with open arms whenever I visit them."

The City of Calapan has been transformed as a component city on March 21, 1998. Its conversion was based on Republic Act 8475, enacted by Congress and signed into law by President Fidel V. It is the first and only city in the province of Oriental Mindoro.

It is now considered a historical landmark, which used to host bands and orchestras during formal balls and concerts at the Park.

The imposing Sorsogon Provincial Capitol Building
At this Capitol building, Judge Floro met Gov. Juan Frivaldo, the longest serving governor of Sorsogon, just months before the greatest Governor died. Sorsogon Gov. Juan Frivaldo, was ousted from office while already serving as governor. Frivaldo’s ouster was due to a disqualification case arising from a citizenship issue. The Supreme Court did not allow the defeated candidate, Raul Lee, to assume the governorship. The vice governor took over the post vacated by Frivaldo.
Former Gov. Juan Frivaldo died of cancer at 4:10 p.m., 05-11-2000 Tuesday at the St. Peter and Paul Hospital. He would be 86 years old on Oct. 22.

Matnog is noted because of its picture-pretty islands, such as Tikling, Calintaan, Juag and Subic. All one has to do is hire a motorized banca, which are usually berthed at the Matnog Ferry Terminal, and off one goes merrily hopping from island to island. Tikling Island, which is the nearest, offers fine white sand all around where one can also beachcomb for rare shell finds. Calintaan Island, on the other hand, looks like the head of a giant barely bobbing above the water, featuring huge underwater caves populated by giant bats. Juag Island is good for swimming and sunbathing, while Subic is perhaps the only beach anywhere that features a fine pink sand beach, which is why it is now sometimes called, La Playa Rosa. These islands can also be jump-off base for SCUBA diving in the excellent dive sites surrounding the islands. It can also serve as base for deep-sea sport fishing.
Matnog is a 4th class municipality in the province of Sorsogon, Philippines. It lies at the southernmost tip of the island of Luzon. Local elders say that the name Matnog comes from the word "matonog" (very audible) - that describes to the loud sound of the waves. The site of one of the busiest seaports in the Philippines, it is the jump off point to the Southern Philippines and vice-versa. Narciso Ramos, a former Foreign Secretary, died today after a prolonged illness, the Philippines News Agency reported. He was 86 years old, on February 14, 1986.
Mr. Ramos, father of the armed forces Deputy Chief of Staff, Lieut. Gen. Fidel V. Ramos, was Foreign Secretary in President Ferdinand E. Marcos's Government from 1966 to 1968. He was replaced by Carlos P. Romulo. Before entering the foreign service, Mr. Ramos served five terms as a member of the Philippine Legislature. He was also a Philippine Ambassador to Taipei.

“Pangasinan” means “salt pans” in Malayan and Javanese according to John Crawford. The Pangasinenses are of Malayan stock and are thought to have wandered in the
archipelago from the south before settling in what is now called Pangasinan, said Dr. Baldomero Pulido, a historical researcher.
The province as narrated by Cortes, traces its beginnings as an administrative and judicial district as early as 1580 but its territorial boundaries were first delineated only in 1611. It has undergone several changes through the separation of some parts becoming independent territories, or by absorbing new political regions.
Lingayen has always been its capital.
The name “Lingayen” allegedly originated from the phrase in the Pangasinan language meaning, “looking back.” The phrase was used to describe a certain conspicuous tamarind tree growing in the vicinity.

The Lingayen Provincial Capitol building is the centerpiece of a larger town plaza for Lingayen, located near the beach together with the provincial high school, the provincial trade school, and the governor’s mansion; it forms the government center of the town plan.
Separate from the center of the town and a park like environment gives the place a dignified and restful ambiance. A four-lane boulevard divided by a garden park replete with fountains connected the provincial government center with the main highway and the municipal center at the old town plaza. The entire building or its main portion is rectangular in plan, two to three stories in height, and set on
a podium consisting of several steps.

The Invasion of Lingayen Gulf was an Allied amphibious operation in the Philippines during World War II. In the early morning of January 9, 1945, an Allied force commanded by Admiral Jesse B. Oldendorf began approaching the shores of Lingayen. U.S. Navy and Royal Australian Navy warships began bombarding suspected Japanese positions along the coast of Lingayen from their position in Lingayen Gulf.
On January 9, 2008, Gov. Amado Espino, Jr. and Vice Gov. Marlyn Primicias-Agabas institutionalized the commemoration to honor the war veterans. The resolution named January 9 as Pangasinan Veterans’ Day. In the 63rd anniversary commemoration of the Lingayen Gulf Landing, President Fidel Ramos appealed to US President George W. Bush for 24,000 surviving war veterans, to pass 2 legislative bills pending since 1968 at the US House of Representatives – the Filipino Veterans’ Equity Act of 2006 and the Filipino Veterans’ Equity of 2005 sponsored by former Senator Daniel Inouye.

Del Monte Golf Club is located on the northern part of the island of Mindanao, about 10 kms south of the city of Cagayan de Oro.
Established in 1928, the first nine holes were designed by Peter Crawford while the second nine by Celestino Tugot. The 6,313 meter par-72 course has challenging fairways lined with trees on both sides, lakes and sand traps, a sloping front nine plus fast greens. The course calls for very accurate shots. The par-3, 12`h, often dubbed the "Waterloo Hole" needs a carry of 210 yards over water. The 16`h, the "Warnes' Hole" was aptly named when one of Del Monte's executives Thomas Warnes sent 36 balls into the lake in 1938.

Dagupan City, Pangasinan
Dagupan became a city by virtue of Republic Act No. 170, authored by Speaker Eugenio Perez. It was signed into law by President Manuel Roxas on June 20, 1947. On October 15, 1947, President Roxas issued Executive Order No. 96 fixing the city limits to include the towns of San Fabian, Pangasinan and Calasiao, Pangasinan but the residents of Calasiao rejected inclusion into the new city, causing controversy over the election that was held on November 10, 1947.

The dispute was brought before the Supreme Court of the Philippines which subsequently validated the election and ruled that Dagupan became a city on June 20, 1947, when Roxas signed the charter into law.
When the Spaniards arrived in Pangasinan in the 16th century, they found that Lingayen Gulf was already a prosperous entrepot visited by traders from other Asian countries. The Augustinian missionary Juan de la Concepcion noted that the settlement of Binalatongan (now San Carlos City) exercised authority over other communities (called baley in the Pangasinan language) in the area. De la Concepcion also mentioned several other towns but did not identify them.

The wag of the finger was an expression first used in Pagan Rome as a sign priests would use to express erotic temptation. Flocks of women and gay men would come to see a handsome priest wag his finger at them. After Christianity became the empire's official religion, the finger wag became a forbidden expression. All throughout the Middle Ages, "wagging thine finger" was punishable by death, as was nearly every other crime.
Enlightenment, however, saw the return of the finger wag to legality. No one knew what it meant, but the fact that people once died for doing it made the finger wag a sign of anger. To wag your finger at someone meant you wanted them dead. As time went on, the extremity of the insult of finger wagging lessened until it only meant slight anger.

Aside from the Banaue Rice terraces there are 4 other similar terraces, the Batad rice terraces, Mayoyao rice terraces, Hapao rice terraces and Kiangan rice terraces. The Batad rice terraces are located in Barangay Batad in Banaue, these terraces shaped resembles an amphitheatre. The Mayoyao rice terraces are for a rice variety called tinawon, a rare type of organic rice which are grown in red and white variety in these terraces. The Hapao rice terraces are located in Hungduan, these terraces are stone-walled and dates back to 650 AD. The Kiangan rice terraces is similarly located in Banaue, here they grow the rice varieties of nagacadan and julungan.
Banga-an rice terraces and village
The Banaue Rice Terraces do not have recorded data on how it was conceived in history and that historical account of China before the Shang Dynasty is disputable however historical (Nowhere in this book does it mention anything about Miao people from China, Bogus citation) studies and evidence have linked the terraces to the Miao tribe that thrived in China. Emperor Yu the great launched a siege to eliminate the Miao tribe who rebelled against him from 2205 to 2106 BC. The survivors of the Miao tribe fled to the south where some of them crossed the South China Sea.
A few of these survivors reached the Cordilleras. The Miao tribe who were one of the official group minorities recognized in mainland China, they lived in cold wet mountain regions which made the Cordillera Mountains an easy transition from what they were used to in the mountainous southwestern region of China. Chinese features are also clearly seen in the natives of Northern Luzon. Similarly, the rituals and traditions of the Igorots and Ifugaos also show a significant resemblance to Miao culture.
The Banaue terraces are part of the Rice Terraces of the Philippine Cordilleras, ancient sprawling man-made structures from 2,000 to 6,000 years old. They are found in the provinces of Kalinga, Apayao, Benguet, Mountain Province and Ifugao, and are a UNESCO World Heritage Site.

The Banga-an Rice Terraces are accessible via a one hour ride from Poblacion, Banaue then a 20 minutes trek down to the village. It is also walking distance from the Ducligan Warm Springs. As a Village, it is a cluster of rice terraces that show the typical Ifugao livelihood activities within its surroundings. It's almost like BATAD but is by the roadside therefore easier to go to. It can be viewed best from the road to Mayoyao.

The Banaue Rice Terraces are 2000-year old terraces that were carved into the mountains of Ifugao in the Philippines by ancestors of the indigenous people. The Rice Terraces are commonly referred to by Filipinos as the "Eighth Wonder of the World". It is commonly thought that the terraces were built with minimal equipment, largely by hand. The terraces are located approximately 1500 meters (5000 ft) above sea level and cover 10,360 square kilometers (about 4000 square miles) of mountainside. They are fed by an ancient irrigation system from the rain-forests above the terraces. It is said that if the steps are put end to end it would encircle half the globe.

The terraces are vastly found in the province of Ifugao and the Ifugao people have been its caretakers. Ifugao culture revolves around rice and the culture displays an elaborate array of rice culture feasts linked with agricultural rites from rice cultivation to rice consumption. Harvest season generally calls for thanksgiving feasts while the concluding harvest rites tungo or tungul (the day of rest) entail a strict taboo of any agricultural work. Partaking of the bayah (rice beer), rice cakes, and betel nut constitutes an indelible practice during the festivities and ritual activities.

The Balay Negrense (Hiligaynon, "Negrense House") is a museum in Silay City, Negros Occidental in the Philippines, showcasing the lifestyle of a late 19th-century Negrense sugar baron. It is notable for being the first museum to be established in the province of Negros Occidental. The Balay Negrense was originally the ancestral house of Victor F. Gaston, a son of Yves Leopold Germain Gaston and Prudencia Fernandez. The elder Gaston is credited as one of the pioneers of sugarcane cultivation in this portion of the Philippine archipelago. A native of Normandy in France, he married a Filipina from Batangas where he initially began experimenting with sugar production before relocating to Negros.

Built in 1897, the structure housed Victor Gaston and his twelve children from 1901 until his death in 1927. Left unused by the family, the structure was abandoned in the mid-1970s and fell into disrepair until a group of concerned Negrenses formed what would later become the Negros Cultural Foundation and managed to acquire the house from the heirs of Gaston through a donation. With donations from prominent individuals and later the Department of Tourism, the structure was repaired and furnished with period furniture and fixtures. The museum was officially inaugurated on October 6, 1990.
Silay City
The Negros Revolution, now commemorated and popularly known as Al Cinco de Noviembre or Negros Day, was a political movement that in 1898 created a government in Negros Island in the Philippines, informally ending Spanish control of the island and resulting in a government run by the Negrense natives, at least for that part of the archipelago and for a relatively short period of time. The newly established Negros Republic would last for approximately three months. American forces landed on the island unopposed on February 2, 1899, ending the island's independence.

On May 24, 1839, Governor-General Luis Lardizabal, upon the advice of the alcalde mayor of Cagayan, issued an order making Nueva Vizcaya a separate politico-military province. The king of Spain through a royal decree approved the order on April 10, 1841. Gov. Pedro Menchaca was the first appointed politico-military governor of the new province. However, the Spanish sovereignty ceased upon the arrival of the Philippine revolutionary forces in Bayombong on August 1898.
Nueva Vizcaya could be reached by at least four regular entry points, aside from reaching it by air travel. These are through the Dalton Pass reaching the first town of Santa Fe; through the Daang Maharlika, entering the town of diadi; through the Vizcaya-Banaue Road entering the town of Bagabag and through the Vizcaya-Benguet Road, entering the town of Kayapa.

In the year 1603, in a small barrio of Caysasay, in the town of Taal, a fisherman by the name of Juan Maningcad went out fishing and instead of casting his net on the sea, threw it into the nearby river, and instead of catching fish, caught a little statue of the Blessed Virgin of the Immaculate Conception about six inches high. Although it was soaked in water, it had a heavenly lustre and her face twinkled like a star.
Upon seeing this marvel, the startled Juan, being a pious and virtuous man prostrated himself before the image and began to pray. He picked it up and brought it home. "No one knew how the image got to the river, and according to the old folks, perhaps the image was thrown by one of the Spaniards to pacify the ravages of the ocean during one of those expeditions and somehow the waves pushed it to the river. Another opinion was that perhaps someone exploring the river must have inadvertently dropped it. (Some believe it came from China.)
The news began to spread like lightning until it reached the priest in town, and the judge that represented the King of Spain at that time. Without notice they immediately went to Juan Maningcad's house and there they saw the beautiful image of the Mother of God. They knelt down to venerate it, and took the image to Taal where a town fiesta was celebrated.
The widow of the Justice of the Peace by the name of Madam Maria Espiritu, was given the task of caring for the image. She ordered a precious urn to be made for the image and kept it in her home. Every evening she noticed that the urn turned empty and the image gone, but then in the morning it would be back in its usual place.The Lady of Caysasay is not the oldest Marian image in the Philippines. However, the report and documentation of the apparitions of 1611-1619, and later 1639, are unique in Philippine church annals. They could very well be the first apparitions in the Philippines. (Other reports of Marian apparitions are hinted in the story of La Naval de Manila (1649) and in Bantay, Ilocos Sur where—as the Lady of Charity—she was credited with saving the church and the convent from destruction during the revolt of Malong in 1661.)
In Asia, her appearance for public veneration also precedes the miracles attributed to the Virgin Mary as Lady of Mahdu in Sri Lanka and the Lady of Lavang in Vietnam. Fr. Pedro Galende, O.S.A., director of the museum of San Agustin, says the documentation and confirmation reports are similar to those granted to the famed Lady of Guadalupe of Mexico. In those days, the Philippines was under the autonomous Mexican vicarate. Fr. Casimiro Diaz, who reported the confirmation of the apparitions and miracles, was a comisario of the order's Mexican center.
Initially, the public devotion to the Virgin Mary centered on the Caysasay spring. To the townsfolk, the vision had empowered the spring water with healing powers. Many stories say the Virgin had appeared as a reflection in the spring. Continues Fr. Diaz: "The Holy Image has performed numerous miracles, not only for those who have gone to the rock to ask for help from the Queen of Angels, but also for those who drank from the water and bathed in the nearby stream. "These miracles are confirmed in the accounts that Fr. Pedro de Arce, Bishop of Cebu, and Governor of the Archbishopric of Manila ordered to be drawn up and prepared by Fr. Juan Bautista de Montoya, Prior of Taal, together with Fr. Gerónimo de Medrano and Fr. Juan de Rojas." A beautifully carved stone dome or arch was also constructed over the spring near the church—so named Ang Balon ng Sta. Lucia or `the Wells of Santa Lucia.' To this day, the site of the wells is known as `Banal na Pook' (sacred site) and vestiges of the spring running close to the wells is known as `Banal na Tubig' (sacred water).

Legend has it that the town derived its name from Lucban or Pomelo fruit tree. Three hunters from Majayjay, Laguna named Marcos Tigla, Luis Gumba and Lucas Manawa lost their way at the foot of Mount Banahaw they lost their way following the trail of some wild animals. Resting under a tree, they saw a black crow or "uwak" up on a tree, and believing this to be a bad omen, they moved to another location and rested once more. While resting under a large shady pomelo or lucban tree, the trio were attracted to a couple of kingfishers (salaksak) singing.

Became an American outpost during the Philippine-American war and repaired in 1912.
